Vision

The Personnel and Administrative Reforms Department is entrusted with the task of providing human resources to various establishments of the Government of West Bengal from the Secretariat to the Block level in appropriate positions as well as spearheading all e-Governance related activities in West Bengal.

Functions

  • Management of the IAS, WBCS (Exe.) and West Bengal Secretariat Service Cadres and officials of Common Cadre Wing in all respects. Apart from placement of officers and staff, this Department is also concerned with service matters and career prospects of the members of the aforesaid cadres in a holistic manner. TheDepartment discharges its functions through its eleven Cells.
  • Functioning as administrative Department of important organisations such as the (i) Administrative Training Institute at Bidhannagar, (ii) State Vigilance Commission, (iii) West Bengal Information Commission, (iv) Lokayukta, (v) the Resident Commissioner’s office at New Delhi, (vi) Anti-Corruption Directorate and (vii) West Bengal Gr.-D Recruitment Board
  • Functioning as nodal Department for the implementation of the Right to Information Act, 2005 with the purpose of enforcing transparency and accountability in the functioning of government machinery at various levels of the State administration. It also co-ordinates with other Departments for speedy redressal of public grievances.
  • Building of core information infrastructure to support e-Governance in terms of State Data Centre& State Wide Area Network and supporting infrastructure namely State Portal,e-Form and State Service Delivery Gateway (SSDG) and all other platforms and infrastructure for facilitating the realization of the vision of the State
  • Co-ordination among Government Departments,Academic Institutions and Industries for achieving e-Governance
  • Arrangement of in-service training of officers and staff of the Government at the Administrative Training Institute and other reputed institutesfor capacity building and performance enhancement
  • Implementationof administrative reforms as per decision of the State Government
  • Keeping vigilance over the functioning of the officials
  • Maintenance of service records and accounts
  • Co-ordination among Government Departmentsfor achieving excellence in IT and related sectors
  • Supporting the State Government Departments in adopting best practices, guidelines, policies and standards vis-a-vis implementation and use of ICT
